Law and Policy Analyst

Nicolas Wilhelm is a Law and Policy Analyst with the Policy Surveillance Program. Mr. Wilhelm is responsible for training internal researchers and external groups on the policy surveillance process. He is also responsible for creating and updating legal datasets on LawAtlas.org. He has worked on cross-sectional and longitudinal datasets related to recreational marijuana, medical marijuana, unemployment insurance, minimum wage, right to try laws, diabetes self-management education and training, pharmacist vaccination, foodborne illness, short-term civil commitment, outpatient commitment, distance education, distracted driving, syringe possession and distribution, physician scope of practice, nurse practitioner scope of practice, registered nurse scope of practice, and youth sports traumatic brain injury. Prior to joining PHLR, Mr. Wilhelm worked as a summer law clerk for the Bucks County Public Defender’s Office, where he was certified to perform preliminary hearings. Mr. Wilhelm also participated in a clinical with the Philadelphia Defender’s Association, where he was certified to perform municipal court hearings. Prior to law school, Mr. Wilhelm spent two years working for AXA at its headquarters in Paris, France, where he divided his time between the group legal department and the AXA Research Fund. Mr. Wilhelm has a BA from Rutgers University in Philosophy and Political Science, and a JD from Temple University’s Beasley School of Law.
