James Macinko, PhD, and Diana Silver, PhD, MPH, of New York University have published their article,"Improving State Health Policy Assessment: An Agenda for Measurement and Analysis," in the American Journal of Public Health.

The NYU team was funded by PHLR in 2009 to answer the research question, "What works in drafting state public health policies?"

The paper responds to interest among policymakers and advocates in understanding the ways policy tools can be used to improve population health within and across health areas. The researchers argue that assessing public health policies within and across health domains is necessary for measuring the effectiveness of any individual health policy or law.

The authors develop the concepts of "interdomain" and "intradomain" policy comprehensiveness and show how these concepts can be used to better monitor the current health policy environment, improve the ways new policy is adopted, and enhance evaluations of the impact of policies on health.

The article was made available for e-view on July 19, 2012, and will be available in print form in September 2012.
